All vehicles operated by Northstar are presented to Gloucester City Council for inspection and certification for public use before the issue of a licence. The inspection is carried out by Gloucester City Services or such Agency appointed by the Council's licensing authority in accordance with the Local Government (Miscellaneous Provisions) Act 1976. Any driver employed by Northstar has undergone a Criminal Records Bureau (CRB) enhanced disclosure check in accordance with Gloucester City Council's vetting policy and in accordance with part V of the Police Act 1997. It is also a requirement that they undergo a regular medical health check to satisfy the Council that they are fit enough to drive.

Northstar is regulated by Gloucester City Council Environmental Health Department and must meet the standards laid down by the Hackney Carriage and Private Hire Licensing Authority. Any serious complaints of improper conduct by Northstar or its employees can be made in writing to Gloucester City Council, further information can be found on www.gloucester.gov.uk website. Under the General Conditions of the Hackney Carriage and Private Hire Licensing Authority, Northstar vehicles can only pick up pre-booked fares and are not permitted to stop when hailed from the kerb or designated Taxi ranks. When ordering a vehicle please ensure that you arrange for a suitable spot for picking up and setting down, avoid official Taxi ranks, bus lanes, dangerous road junctions or any area where it displays signs that it is illegal to pick up or set down.

As a passenger you have a responsibility to act in an appropriate manner whilst being conveyed to your destination. Being a customer does not entitle you to behave in an inappropriate manner, you must remember that the driver is responsible for your safety and the safety of other road users at all times. He must provide maximum concentration and alertness to the driving conditions and must not be distracted by the behaviour of the other occupants. Therefore, if the driver is under the impression that any occupants are behaving inappropriately he reserves the right to terminate the journey and invite you to leave the vehicle. Similarly if the driver arrives at a pre-arranged collection point and is under the impression that one or more passengers are likely to behave inappropriately he reserves the right to refuse access to the vehicle.

For safety and public hygiene reasons Northstar reserves the right to prohibit the consumption of alcohol in its vehicle at any time. The driver will ask for any alcohol purchased for consumption by the passengers, to be secured in the boot until the journey is complete. Failure to comply with this request will be deemed as inappropriate behaviour and the driver will not commence the journey until the alcohol has been removed from the cabin area. Any passenger who commences a journey whilst intoxicated is the responsibility of the individual who booked the vehicle. The driver will insist that he/she must ensure that the intoxicated individual behaves in an appropriate manner. If the driver is under the impression that the intoxicated individual poses a hazard to the other occupants, himself/herself, the driver, the vehicle or other road users he reserves the right to request that the individual is removed from the vehicle. Inappropriate behaviour, constitutes, abusive or threatening language to the driver or other occupants, the threat of physical violence to the driver or other occupants, abusive language or visually offensive gestures to other road users or any other behaviour which may be deemed offensive or dangerous to the occupants, himself/herself, the driver, the vehicle or other road users.

The vehicle is designated as a non-smoking area by the Government's regulations on smoking in a public place. Please also respect that the vehicle you are travelling in is the driver's work place and personal transport. The vehicle is equipped with no smoking signs and these must be strictly adhered to. Failure to obey these signs will result in the driver reserving the right to terminate the journey and inviting the offender to leave the vehicle. Children under the age of 15 will not be permitted to ride in the front passenger seat at any time. Infants up to the age of 3 years must be restrained in an appropriate child seat fitted as per the manufacturers instruction. Children aged 3 to 11 years and less than 1.5 metres in height must be restrained in an appropriate child seat or bolster seat, fitted as per the manufacturers instruction. Northstar's health and safety policy requests that your driver is not permitted to assist with the fitting of a child seat; this will be the responsibility of the parent/carer accompanying the child. Children aged 12 to 15 and 1.5 metres or more in height must use a seatbelt. Please note that because of Northstar's health and safety policy we are unable to provide a seat for the child, you are therefore required to provide an appropriate seat. Where a seat is required for a return trip please ensure that two cargo labels are firmly attached and are clearly printed with your name and contact telephone number. The seat will be stored safely until required for the return journey. The provision and fitting of child seats can be found in the Highway Code or by visiting www.detr.gov.uk website.

Northstar welcome nationally recognised organisation assistance dogs such as Guide Dogs for the Blind and Hearing Dogs etc. The dog must be clean and well behaved and is the owner's responsibility. When ordering a vehicle please advise Northstar of your requirement so that the vehicle can be prepared to accept the animal. Your driver is happy to provide you with assistance to and from the door of your destination if you specifically request it.

Northstar will also transport domestic pets, subject to prior arrangement. The pet must be well behaved and clean, and should be harnessed or caged.
